To me, this quote means that photography is all about capturing a picture. Once the picture has taken, the artist has created a piece of art. The contents of the picture are now captured in a frame. The facts are now noticed, and looked at. You may have added meaning to that object, or made it stand out in a way that wasn't noticed before. You can also vary the point of view in a photo, and make a simple object, seem much more obstract one you capture it in a picture. I think what he is saying in this quote is that the goal of photography is to take a simple, everyday, ordinary object, and capture it, to make it your own as a piece of art, and as an artist.
